- Ban enforcement fixed: banned users cannot bypass the ban via Main Menu, /start, callbacks, or stored support_open state.
- Banned users can only press Support and send support text while the support step is active.
- User messages are never deleted by navigation cleanup. Only the bot's previous UI screen is replaced.
- Inline callbacks replace the bot's previous screen; no user message deletion is performed.
- Support message state remains in support step after sending, allowing continued support conversation while banned.
